POSITION OVERVIEW
The Center for Partnerships & Innovation (CPI) supports NARUC’s membership of U.S. state and territory utility commissioners and commission staff. Working in partnership with NARUC members and the U.S. Department of Energy (DOE), CPI projects support improvements in the quality and effectiveness of public utility regulation through dialogue and collaboration. Through cooperative agreements (grants) with DOE, the National Institute of Standards and Technology (NIST), and other funding sources, we develop technical assistance resources that prepare utility regulators as they tackle emerging challenges in energy regulation. CPI-developed resources can include white papers, workshops and trainings, expert panel discussions, site visits, educational webinars, and more. CPI also facilitates peer sharing among NARUC members, connects state utility regulators and subject matter experts (e.g., from DOE, national laboratories, industry) and provides other opportunities to assist NARUC members.
The Senior Technical Program Officer will support CPI objectives by conducting research and analysis, developing resources, and delivering programs to support members’ needs and objectives in accordance with grant requirements and project plans. Focus areas include energy resilience, cybersecurity, and emergency management. The position will also support a portfolio of grant-funded projects.
The Senior Technical Program Officer reports to the Deputy Director, CPI.
ESSENTIAL DUTIES AND RESPONSIBILTIES
The scope of work for this position includes:
- Assists Deputy Director in strategic goal setting and annual project planning and budget preparation.
- Develops and manages the creation and execution of detailed work plans and schedules to complete deliverables on-time and within budget.
- Works closely with consultants and contractors, as required, to create project deliverables; can include drafting scopes of work, requests for proposals, and deliverable schedules used to hire quali?ed consultants per NARUC and federal procedures.
- Spearheads outreach for deliverables, including writing articles, developing print and web materials, and working with NARUC’s Communications team to produce press releases and media.
- Analyzes emerging critical energy infrastructure and cybersecurity issues and developing proposals for new projects to address them, which may encompass the creation of new reports, tools, or training for state regulators.
- Produces technical assistance programs, including workshops, trainings, partnership exchanges and other activities.
- Convenes and facilitates topical webinars, conferences, meetings, site visits, and other means of supporting knowledge exchange between and among Federal, state, and private sector stakeholders.
- Builds and sustains collaborative partnerships with cybersecurity professionals in federal and state agencies and in private sector critical infrastructure organizations to foster cybersecurity information sharing.
- Serves as a liaison and providing subject matter expertise to NARUC’s Sta? Subcommittee on Critical Infrastructure.
OTHER DUTIES AND RESPONSIBILITIES

MINIMUM REQUIREMENTS
- Master’s degree from an accredited college or university, with a preference for a degree in cybersecurity, national security, informatics, public policy, or an energy-related ?eld of study. Optional, but preferred, are cybersecurity or project management certi?cations.
- Minimum three years of experience in any of the following areas: cybersecurity, energy security, national security, emergency management, utility regulation, government, or project management.
- S citizenship or existing work authorization.
- Exceptional research and writing skills.
- Excellent verbal communication skills.
- Ability to work in a fast-paced environment, juggle multiple projects, and meet tight deadlines.
- Ability to handle and maintain the confidentiality of highly sensitive information and issues.
- Ability to travel domestically up to 25%.
ADDITIONAL INFORMATION
The position is grant-funded and continued employment is based on client funding and satisfactory work performance. This is an exempt position. Salary is commensurate with experience. NARUC has an excellent benefits package.
