The Missouri Public Service Commission (PSC) is seeking an Engineer Manager for its Safety Engineering Department in Jefferson City.

The Safety Engineering Department Staff implement the pipeline safety program for Missouri under an annual certification and grant from the United States Department of Transportation’s Pipeline and Hazardous Materials Safety Administration. Primarily, the Staff’s work consists of performing safety inspections of jurisdictional gas pipeline operators and investigations of incidents involving gas pipeline facilities. Additionally, Safety Engineering Department Staff assist with investigations of consumer complaints and inquiries related to alleged violation of Commission pipeline safety rules, monitor compliance with Commission orders related to pipeline safety and provide technical support regarding pipeline safety and integrity in other cases before the Commission.
What you’ll do:
Plans, directs, supervises the work of professional and technical engineering personnel, directly and through subordinate lead workers; assigns specific duties such as conducting investigations or research, preparing technical, informative or operational reports and papers, or working on special projects.
Responsible for the application for and implementation of the federal grants the Safety Engineering Department receives for the implementation of the pipeline safety program in Missouri and damage prevention.
Plan, review, and conduct investigations following natural gas incidents.
Responsible for technical revisions to Commission pipeline safety rules.
Develops and updates inspection checklists based on Commission pipeline safety rules, rule amendments, recommendations from the National Transportation Safety Board (NTSB) and the Pipeline and Hazardous Materials Safety Administration (PHMSA).
Compiles facts and recommends staff positions on issues such as compliance with Commission pipeline safety rules; presents computerized information in the form of graphs, charts, tables or reports.
Prepares and presents exhibits and testimony and responds to cross-examination as an expert witness in courtroom proceedings and PSC hearings on safety issues or rate adjustments; analyzes testimony and exhibits presented by utility company officials or their consultants.
Position requires up to 50% travel, including overnight and some weekend travel.

All you need for success:
Minimum Qualifications
Bachelor’s degree from an Accreditation Board for Engineering and Technology (ABET) accredited college or university in engineering.
7 or more years of engineering experience and experience in managing others in a supervisory/managerial role.
Registration as a Professional Engineer (PE) in the State of Missouri or are eligible for PE in Missouri by comity by primary registration in their home state required.
Prior experience with natural gas pipeline design, construction, operation, or maintenance, or regulatory oversight of natural gas pipelines is preferred.
Must have strong interpersonal, communication, active listening, and writing skills.
Personal computer experience required, Microsoft Office experience with spreadsheets and word processing required.
Must demonstrate excellent reasoning and writing skills.
Ability to work within a team setting or independently is required.
