This position serves as a technical expert and lead for cross-functional complex dockets and issues for staff in the Financial Analysis Unit for the Minnesota Department of Commerce - Energy. This position provides highly technical testimony and written documentation for the Minnesota Department of Commerce on matters before the Minnesota Public Utilities Commission (MPUC), Federal Energy Regulatory Commission (FERC), Regional Transmission Organizations (MISO or SPP), and/or the Minnesota Legislature. This position is responsible for developing work plans and strategies for routine and highly complex and often contested natural gas and electric utility proceedings, which may be in both state and federal jurisdictions. The coordinator serves as technical expert for the agency in one or more of the following areas: MISO/SPP and FERC issues, gas and electric rate cases, rate riders, fuel forecasts and true-ups, service reliability & service quality, demand entitlement, hedging, gas planning and operations, depreciation and decommissioning, rate of return and capital structure. This position is responsible for providing technical guidance, direction and expertise to management and staff in these and other areas related to the most difficult and sensitive cases and dockets.
Minimum Qualifications
Five (5) years of experience performing analysis, exercising judgment, and relying on knowledge in the energy industry.
A Bachelor's degree in Accounting, Finance, Statistics, Mathematics, Public Policy, Pre-Law, or related field is equivalent to one (1) year of experience.
An Advanced degree in Accounting, Finance, Statistics, Mathematics, Public Policy, Law, or related field is equivalent to eighteen (18) months of experience.
Applicants who meet the above education/experience requirement will be further evaluated based on the following:
Experience preparing recommendations to decision making bodies (Boards, Commissions, Councils, etc.).
Experience training and coaching peers.
Project management experience.
Skills in technical writing.
Proficiency with Microsoft Office Suite (i.e. Excel, Word, Outlook, and Teams).
Preferred Qualifications
Participation with contested case proceedings and hearings and preparation of related testimony and adjustments.
Experience with the regulated gas and electric industries.
Experience in auditing or taxes.
Experience working on any the following: rate riders, fuel forecasts and tune-ups, service reliability and service quality, demand entitlements, hedging, depreciation and decommissioning, affiliated interest, rate of return and capital structures.
