Job Description:
Under general supervision, performs work of considerable difficulty in the review and evaluation of electric utility issues, promoting clean, safe, reliable and affordable electricity service in the public interest.
Qualifications/Responsibilities:
Bachelor’s degree in engineering from an accredited four-year college or university.
Demonstrated knowledge, or ability to acquire knowledge, of engineering principles and practices as applied to the design, permitting, construction, operation, maintenance, expansion, and rate structure determination of electric utilities.
Demonstrated knowledge, or ability to acquire knowledge, of modern trends, techniques, and practices of electric utility service and regulation.
Ability to communicate, in written and oral testimony, detailed and technical engineering information, guidelines and standards/statutes/codes/regulations to various audiences.
Ability to identify issues, obtain relevant information, relate and compare data from different sources, and identify alternate solutions.
Use effective approaches for choosing a course of action or developing appropriate solutions and/or reaching conclusions.
Ability to make decisions and recommend action consistent with available facts, constraints, and anticipated consequences.
Knowledge of the economic regulation of investor owned public utilities (e.g. rate base, expenses).
Experience with utility general rate cases, rule-making proceedings, complaint proceedings, and/or special utility investigations.
