This position serves as the contract and grant development specialist. This position procures and selects vendors, administers and monitors contracts and grants based on the implementation and standards of Public Act 231 of 2023, and Public Act 233 of 2023 which were enacted on November 8, 2023. Public Act 231 directs the Michigan Public Service Commission (MPSC or Commission) to conduct a statewide potential study for demand response, energy waste reduction, and electrification by 2025 and every four years thereafter. The MPSC will pursue a contract with a consultant(s) to conduct the studies in 2024 and new contract(s) will be pursued every four years thereafter. Public Act 233 creates a voluntary siting process at the MPSC for qualifying renewable energy projects and allows for the MPSC to retain consultants to assist the commission in evaluating the siting application. This may result in multiple contracts, covering multiple siting cases annually. Additionally, this position will take a leadership role in developing all new grant programs assigned through legislation, as well as assist in administering current grant programs.
Responsibilities include serving as liaison and advisor to the MPSC Chair, Commissioners, Bureau Director, Division Director, Manager (Executive staff), and LARA Procurement on contracts and grants. The Contract and Grant Development Specialist advises and coordinates with the Commission and other department staff in developing the complex and highly technical requests for proposals for all contracts and grants, including those related to legislative directives, and is also responsible for implementing, administering, and monitoring the subsequent contracts and grants.

Experience
