The Public Utility Auditor is in pay schedule-range (07-04) with a starting salary of $54,080-$68,640 annually, depending on qualifications;
The Public Utility Auditor - Senior is in pay schedule-range (07-03) with a starting salary of $66,560-$83,200 annually, depending on qualifications;
The Public Utility Auditor - Advanced is in pay schedule-range (07-02) with a starting salary of $81,120-$97,760 annually, depending on qualifications.
A Twelve-month probationary period will be required. Pay for current state employees will be set in accordance with the Wisconsin Compensation Plan.

Bring your analytical skills and auditing excellence to the Public Service Commission of Wisconsin (PSC)! The PSC is currently recruiting for a Public Utility Auditor to join our team in the Division of Energy Regulations and Analysis. This position will be filled at the Entry, Senior, or Advanced level.
The PSC is an independent state agency that is responsible for regulating more than 1,100 Wisconsin public utilities, which provide electric, natural gas, combined water and sewer utilities, and certain aspects of local telephone service to households and businesses throughout the state! The PSC of Wisconsin ensures safe, reliable, affordable, and environmentally responsible utility services and equitable access to telecommunications and broadband services.
This position offers a hybridized work schedule that offers the option to work remotely with one in office day required every month. A greater in-office presence may be required periodically for meetings, events, training, onboarding, or other operational needs. This schedule may change based on operational needs and organizational requirements. The position is headquartered at the Hill Farms State Office Building in Madison, WI. These positions are responsible for planning and performing municipal utility rate case and compliance audits. The complexity of these audits increases depending on the level and experience of the auditor. At all levels, the position may require testifying before the Commission on case filings and contested case hearings.
At the entry level, the position's primary responsibilities include performing and assisting on routine and complex rate case audits, holding companies and affiliated interest filings and participating on special studies.
At the senior level, the position's primary responsibilities include independently planning and performing routine municipal utility rate case and compliance audits; assisting with complex audit rate cases, fuel reconciliations, and fuel cost plans. Responsibilities include serving as a case coordinator, devising and implementing the audit program, reviewing working papers, as well as providing technical assistance on accounting and financial matters to work groups examining regulatory accounting matters.
At the advanced level, the position's primary duties include managing, planning, and performing complex energy utility rate case audits. This position will also perform as advanced auditor for highly complex rate case, fuel reconciliations, and fuel cost plan audits. Responsibilities include performing lead worker functions and reviewing working papers. Responsibilities also include providing technical assistance concerning advanced accounting and financial matters, and performing special studies for both the industry and the accounting discipline.
This position will be hired at the entry, senior, or advanced level, depending on qualifications.

Minimally qualified applicants will have experience with all of the following:
Presenting technical information to technical and non-technical audiences through written or verbal communication
Working with Generally Accepted Accounting Principles (GAAP)
Working in Excel, or a similar product, to complete tasks such as manipulating spreadsheets to analyze data, updating and maintaining spreadsheets with accurate data, and/or utilizing the product to accomplish basic accounting analysis with basic formulas
In addition, well-qualified applicants will have at least one of the following:
Experience and/or education in the utility industry, such as regulatory principles or regulatory accounting.
Experience forecasting data or numbers
A qualified candidate at the senior level will have the minimum qualifications listed above, in addition to team, project or program management experience as well as have experience analyzing complex data such as analyzing detailed billing structures, or analyzing data that has multiple inputs.
