The Public Utilities Commission ("Commission") regulates all chartered, franchised, certificated, and registered public service companies operating in the State of Hawaii ("State") that provide electricity, telecommunication, gas, private water and wastewater, motor and water carrier transportation services and other entities as required by law ("regulated entities"). The Commission has statutory authority to enforce applicable State statutes, to establish and enforce administrative rules and regulations, and to set policies and standards.
The Office of the Executive Officer plans, directs and manages the daily operations of the Commission to ensure efficient use of its resources in meeting its missions and organizational goals and objectives. Functional areas include administrative services, (e.g. budget, fiscal, procurement of goods and services, human resources, case management and clerical support), use of information technology to improve the Commission’s efficiency and productivity, audit and technical review of the regulated entities’ financial and engineering activities, internal and external communications, government affairs and the Commission’s outreach and compliance efforts.
The Commission's Consumer Affairs and Compliance Section (CACS) establishes and maintains contact with regulated entities, government agencies, and the public; disseminates public information; provides investigation, complaint resolution, and enforcement services; and conducts community outreach and educational services on behalf of the Commission.
The primary functions of this position are to plan and conduct investigations and handle informal inquiries and complaints relating to the operations, services, and facilities of entities under the Commission's jurisdiction; prepare and report findings of facts and recommendations for actions to the Commission; assist with the Commission's education and community outreach programs; enforce Commission statutes, rules, and regulations established by the Commission; and perform other duties as required or assigned.
3-1/2 years of progressively responsible professional experience in areas of compliance, enforcement and/or investigation activities.

The State of Hawaii Public Utilities Commission (PUC) regulates all chartered, franchised, certificated, and registered public utility companies operating in the State; reviews and approves rates, tariffs, charges and fees; determines the allowable rate of earnings in establishing rates; issues guidelines concerning the general management of franchised or certificated utility businesses; and acts on requests for the acquisition, sale, disposition or other exchange of utility properties, including mergers and consolidations.
