The MPSC is seeking a Director of Pipeline Safety with experience in the natural gas industry, pipeline safety, engineering operations, integrity management, and/or regulatory compliance or advocacy in related discipline. The director is responsible for verifying pipeline operators’ compliance with state and federal natural gas pipeline safety rules and regulations to ensure adequate, safe, and reliable natural gas. This position is governed by state and federal law and agency policies. The director will serve as the subject matter expert supporting the MPSC and its staff on matters related to pipeline safety.
Key Responsibilities:
To verify operators’ compliance with state and federal natural gas pipeline safety regulations and/or standards
To audit operators’ records of construction, operations, maintenance, pipeline integrity, safety programs, and employee qualifications, including drug and alcohol test results
To conduct comprehensive on-site inspections and testing of facilities
To identify and evaluate regulatory deficiencies uncovered during an investigation
To prepare a detailed inspection report, including appropriate corrective action(s) for noted violations
To document and provide proper notice of violations of state and federal pipeline safety regulations
To properly train and supervise subordinate investigators in the performance of workplace duties and responsibilities
To provide sound advice, guidance, and engineering expertise to operators and the public regarding compliance with state and federal natural gas pipeline safety regulations
To review applications for proposed construction or repair of natural gas transmission or distribution facilities to determine feasibility, evaluate cost, and ensure compliance with state and federal safety regulations.
To make recommendations on applications filed by natural gas utility operators pending before the MPSC or an appointed hearing examiner
To testify as an expert, subject to cross examination, in contested cases
To maintain training and certification in accord with federal requirements
To respond to public inquiries or complaints
To perform such other duties as may be assigned
MINIMUM QUALIFICATIONS:
Education: An associate degree in science, engineering, or a related field of study
Experience: A minimum of five (5) years of experience in natural gas industry, including pipeline inspection, operations, integrity management, and/or regulatory compliance in a related discipline
Knowledge: Must have knowledge of applicable PHMSA regulations and consensus standards, pipeline safety technology, enforcement applications, and administrative procedures
Skills: Ability to work outdoors, a valid driver’s license, strong communication and interpersonal skills, ability to communicate technical issues (both orally and in writing) to technical and non-technical audiences, ability to manage multiple projects at a fast pace with competing deadline pressures, ability to independently identify and learn technical information, strong managerial and organization skills
