Senior Advisor (Attorney)

The State of New Hampshire, Public Utilities Commission has a full-time vacancy for Senior Advisor (Attorney).
Summary:
The Senior Advisor (Attorney) works directly for the Chairman, assisting in managing dockets, formulating decisions, and drafting orders. The Senior Advisor is responsible for managing dockets from the filing of a petition, at hearing, and through the applicable appeal period of final orders. Analytical acumen and experience are a must to understand the impact of changes to utility tariff rates on the welfare of the state's citizens, the financial health of the regulated utility, and the fair rate of return of utility shareholders. This position requires a deep understanding of utilities law, and an ability to articulate the short, medium, and long-term implications of decisions.
Strong writing, analytical, and problem-solving skills are required. The applicant must be a good team player and able to work independently and have the ability to communicate complex concepts to both technical and non-technical persons across electric, natural gas, water and sewer docketed matters.
Responsibilities:
The specific duties in this position include:
Advising the Commission on legal matters, including rate setting and assessing utility infrastructure.
Managing Commission dockets to ensure efficient and fair proceedings before the Commission.
Preparing the Commission for public hearings, including reviewing drafting pre-briefing material.
Drafting written orders on matters that come before the Commission.
Responding to regulatory enforcement actions.
Participating in rulemaking processes.
Staying abreast of policies, regulatory requirements, market trends, and industry standards regarding customer energy use and technologies and programs impacting utility use, such as energy efficiency and demand response.

MINIMUM QUALIFICATIONS:
Education: A Juris Doctor from a recognized college or university.
Experience: Four years of utility industry or relevant legal experience desired. Experience should include the analysis of utility industry legal data, utilities law casework, or equivalent relevant legal experience.
License/Certification: Applicants must either be a member or eligible to be a member of the New Hampshire bar.
Graduate certificates in Public Utility Management and Regulation or Public Utility Regulation and Economics are desired.
