The Iowa Utilities Board is seeking a Utility Specialist to fill a permanent, full-time, contract-covered position reporting to the Manager of the Regulatory Analysis section. The Utility Specialist will apply financial and accounting expertise as part of the review of filings in Utilities Board proceedings and will serve as team leader in ratemaking dockets, which will require identifying and assigning issues, instructing staff, and directing the compilation of supporting staff testimony and exhibits based on existing policies, procedures, and precedents. The employee will provide knowledge of generally accepted accounting principles, financial statement structure, and tax law in the analysis of natural gas, electric, water, renewable energy, and other associated areas.
The successful candidate must have the ability to identify and develop staff recommendations on cost of equity, cost of capital, tax, finance, accounting, and related issues in a contested case proceeding by analyzing and evaluating testimony, exhibits, workpapers, and data filed by rate-regulated utilities, competitive providers, the Office of Consumer Advocate, and other intervenors. The successful candidate must also have the ability to, within an office environment, communicate complex, financial and other technical information, both orally and in writing.
The employee must have internet and computer proficiency and must be able to comprehend and apply state and federal laws, rules, practices, and procedures; research and develop strategies that advance public and consumer interest; provide advice, answer questions, and advise Board members on economic data; and make objective recommendations and decisions. The successful candidate will work with and foster relationships with the Board members, agency staff, stakeholders, customers, peers, and others who interact with the Iowa Utilities Board.
