The Office of the Ohio Consumers’ Counsel, the State’s voice for millions of Ohio residential utility consumers, seeks an employee with a passion for public service to serve as Analytical Department Director. This position is an opportunity to work for an agency with a Mission to help consumers, including at-risk and low-income Ohioans, regarding the affordability, reliability and equitableness of their electric, natural gas, telephone, and water utility services. Since the legislature created the agency in 1976, we have sought lower utility bills and reliable utility service for residential consumers. At OCC, we put Consumers First.
This position is hybrid. Employees will be required to report to the Columbus office two assigned days each week.
What you will do:
This position involves, among other things, leadership, research, analysis, technical and persuasive writing, and written and oral presentations for utility consumer advocacy in such forums as the PUCO and FERC. Presentations can include testimony and cross-examination in regulatory proceedings and legislative hearings. The employee will work with analysts, attorneys and others on projects, including legal cases, for consumer protection, and supervise analysts and other staff in the Analytical Department. Applicants should have the skillsets and be driven to achieve our Vision of justice, equity and regulatory reform for millions of Ohio utility consumers.
Qualifications:
Applicants should have an expert understanding of technical and policy issues for protection of utility consumers in state and federal cases and on legislation affecting their utility services. This understanding should include expertise in how utility consumers can be served with lower electric bills and greater innovation through competitive markets, instead of subsidies, for power plant competition.
Applicants should be experienced in management of professionals and should welcome both collaborative processes and independent work to achieve agency objectives for consumer protection. Applicants should be skilled in written communications, including development of original work product as well as review of work product developed by the staff of the Analytical Department, consultants and other OCC Departments. Applicants should have experience in testifying on utility issues, including personally presenting such testimony and for supervising others in presenting testimony in cases and in the legislature. Applicants should be experienced with litigation and negotiation of utility consumer issues.
Applicants should be experienced with identifying the need for consultant expertise and leading the process for retaining needed consultants. Applicants should be experienced with supervising the work of consultants.
The successful candidate should have, from an accredited institution, a bachelor’s degree in business administration, accounting, finance, economics, or related degree. A master’s degree or Ph.D. is preferred, with a minimum of ten years of experience in public utility regulation. Excellence in communications is expected, including the ability to communicate technical consumer issues in an understandable and persuasive way. A thorough knowledge of Microsoft Office programs (including Excel, Word, PowerPoint and Outlook), online research, and other technology used in consumer advocacy is expected.
