The Office of the Ohio Consumers’ Counsel, the state’s voice for millions of Ohio residential utility consumers, seeks an employee with a passion for public service to serve as the Director of its Operations Department (which includes Human Resources). This position is an opportunity to help consumers, including at-risk and low-income Ohioans, regarding justice for their electric, natural gas, telephone, and water utility services. Since the legislature created the agency in 1976, we have sought lower utility bills and reliable utility service for residential consumers. At OCC, we put Consumers First.
The Operations Director is a direct report to the Consumers’ Counsel (Agency Director), provides advice to the Consumers’ Counsel and Deputy Consumers’ Counsel, and helps to fulfill the Consumers’ Counsel’s objectives for consumer protection. Applicants should have an expert understanding of state agency operations, including human resources, the state budget process and contracting for services (including the meeting of goals for the Minority Business Enterprise program). The Operations Director is the agency’s officer for Equal Employment Opportunity. The Operations Director should excel in both teamwork and in independent work, as a member of the OCC management team. The Director may serve as Secretary to the OCC Governing Board. The Operations Director serves as an Agency representative with other state agencies on fiscal matters, human resources, and information and technology.
The salary is negotiable (within state government standards), commensurate with education and experience.
The Operations Director is required to have, from an accredited institution, at least a bachelor’s degree in Finance, Accounting, Business Administration, Human Resources, or other applicable study. Also expected are at least five years of experience in human resources in government, five years of State of Ohio fiscal and budget matters (including the biennial state budget process), and management. Applicants should possess strong organizational, interpersonal, and oral and written communications skills. A thorough knowledge of Microsoft Office programs (including Excel, Work, PowerPoint, and Outlook) is expected. A willingness to work more than forty hours per week, as needed for consumer advocacy, and a commitment to public service are expected.
