The Public Staff is an independent agency created in 1977 to review, investigate, and make appropriate recommendations to the North Carolina Utilities Commission with respect to the reasonableness of rates charged and adequacy of service provided by any public utility, and with respect to the consistency with the public policy of assuring an energy supply adequate to protect the public health and safety.
The primary purpose of this regulatory engineering position is to fulfill the Public Staff’s legislative mandate by providing technical engineering expertise and expert opinions to the Director of the Energy Division, as well as to the Public Staff’s Executive Director and other division directors and staff within the Public Staff, regarding a wide range of energy utility issues.
Knowledge, Skills and Abilities / Competencies
Knowledge of engineering principles and practices as applied to the design, construction, operation, maintenance, expansion, and rate structure determination of public utilities.
Knowledge of modern trends, techniques, and practices of public utility service and regulation.
Ability to negotiate settlements between utilities or utilities and customers.
Ability to prepare and render expert testimony in formal hearings and court.
Ability to conduct research, draw conclusions, and prepare reports on assigned utilities' proposals or special engineering projects.
Ability to complete tasks in a timely manner with little or no supervision
Preference will be given to applicants with following abilities: 1. Direct knowledge and experience with the natural gas and/or electricity industries. 2. Knowledge of policies, rules, order, regulations, and guidelines of the N.C. Utilities Commission. 3. Ability to analyze periodic filings by utilities including natural gas and electric utility general rate cases, integrity management programs, rule-making proceedings, complaint proceedings, incentive programs, and special investigations
